Local Economic Development

The core business of Economic Development is to push back the frontiers of poverty, underdevelopment and unemployment, to stimulate economic development, growth and transformation through pursuit of inclusive and development friendly policies, strategies, and programmes that position the municipality as a preferred destination for trade, investment and tourism.

In collaboration with various national and provincial structures, it facilitates job creation, skills development, poverty alleviation, and promotion of competitive sectors of the economy. It focuses on investment promotion, facilitation and retention through reduction in the cost of doing business within Bela-Bela. In addition, this division facilitates SMME and co-operatives development; EPWP and CWP development and job creation programmes in the municipality.

Town Planning and Building Control

Custodian of Bela-Bela Spatial Planning, Town Planning provides support services, integration, reporting and monitoring related to the spatial planning and land use management in the Municipality. This also includes the management of Building Control and related functions.

In short, Town Planning looks to ensure optimal planning and land use for the Municipality, and to consider and approve, where appropriate, land development applications. Building control involves approving building plans, building inspections and enforcement of building bylaws, initiating legal actions as per legislation, motoring vacant, dilapidated and or abandoned buildings.

When it comes to ensuring that the Municipality’s spatial footprint meets the needs of communities, as per the integrated development plan (IDP), it ensures that levers such as policies and budget adequately respond to the spatial trajectory of the Municipality.

Housing and Real Estate

The function of the Human Settlements Division (HSD) comes from the Housing Act that provides that every municipality must take all reasonable and necessary steps within the framework of national and provincial housing legislation and policy to ensure that:

• The inhabitants have access to adequate housing on a progressive basis;
• Set housing delivery goals in respect of its area of jurisdiction;
• Identify and designate land for housing development.
• Create and maintain a public environment conducive to housing development;
• Promote the resolution of conflicts arising in the housing development process; and
• Promote and enable appropriate housing development in its area of jurisdiction.

Real Estate, analyses and manage the municipality’s property portfolio so that sound strategies can be developed for each property segment. The section also deals with the administration of all property leases as well as disposal. These strategies aim to ensure that the social, environmental and economic benefits of the portfolio are maximized for the benefit of residents.
